Error 28 codes are usually because you have a device without a working driver on your computer. Sometimes, they can happen if your device was damaged during a thunderstorm and had a power surge.
The first thing I would do is see if it’s the driver. There are a few ways to do this, but they seldom actually work. I’ve had more trouble downloading drivers from the manufacturer, and besides, it can get complicated. Also, I wouldn’t bother rolling back your driver, especially if you don’t regularly create save points for your computer (most people don’t), for the same reason.
The easiest way to take care of this problem is to go here: http://optimize-your-pc.com/regcure/repairing_errors.php, and get the registry cleaning program. It should clear this up, along with any other registry problems you may be having.
If that doesn’t work, then your DVD-R is damaged, and you’ll need to replace it. Good luck!
