There is at least 3 ways to do what you want.

Using your photo editing program, simply invert the colors.

Again, using your photo editing program, flood fill the background with a color such as yellow. Be sure to get the areas inside the boundaries of the letters. Flood fill each of the letters white, be sure you get all the fine lines. Then flood fill the background to black. Again be sure you get all the areas inside the letters.

A 3rd method would be to replace the colors. First the background with an intermediate color such as yellow, then replace the colors of the letters with white and the background with black.

You will have varying degrees of success with each method. A lot depends on settings of the various tools. Since it is a JPG, there are some artifacts from the lossy compression that may need some help.
